Kenya Electricity Transmission Company on behalf of the Kenyan government invites eligible consultants to indicate their interest in providing technical assistance for public-private partnerships in transmission lines.
The services included under this project are development of guidelines for reviewing Privately Initiated Investment Proposals (PIIPs) for transmission lines in order to encourage private sector participation.
This will include the development of an affordability and value for money assessment criteria; project risk analysis, standard project agreement template and PIIP policy.
The consultant will also be expected to provide comprehensive capacity building. The consultancy service will be for a period of six months.
Interested consultants will be expected to have acted as consultant and/or transaction adviser and successfully completed the full scope of work, including taking energy sector Public Private Partnerships (PPPs) to financial close in sub-Saharan Africa, other emerging markets and mature PPP markets.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
- Over 10 years’ experience as PPP transaction advisors, five of which should be in the energy sector.
- Successful delivery of at least five PPP transactions advisory in the energy sector. The five transactions should have reached financial close within the past 10 years. At least two of these assignments show be in sub-Saharan Africa (SSA). Experiences in PPP in power transmission projects would be an added advantage.
- The applicant firms’ overall suitability and competence in its Institutional, technical, managerial and financial strengths are also considered during short listing;
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
